FTC finalizes settlement details with Google over anti-competitive issues

Google hasn't even had its breakfast yet, but that hasn't stopped the Federal Trade Commission approving a modified final order settling the accusations that Mountain View's business practices (involving Motorola) stifled competition among electronics manufacturers. Most of these changes involved the arbitration process used to resolve disputes over FRAND terms between companies. The final document means Google must license its standard-essential patents on "fair, reasonable, and non-discriminatory or FRAND terms." According to the FTC, these patents were necessary in the process of manufacturing smartphones, laptops, tablets and gaming consoles and that Google had pursued (or threatened to pursue) injunctions against companies that required said patents. Read the full order over at the FTC -- we've linked to it at the source.

Dell officially unveils Precision M3800 workstation at SIGGRAPH, gives rumored specs a nod

Dell officially unveils Precision M3800 workstation at SIGGRAPH, gives rumored specs a nod

Remember that Haswell-powered Dell workstation that popped up last week? The company is officially ready to acknowledged its silicon, announcing on its corporate blog that the machine is being unveiled at SIGGRAPH this week. Dell is still reluctant to get into specifics, but confirmed on a teaser page that the Precision M3800 would contain a 4th Generation Intel Core-i7 CPU, NVIDIA Quadro graphics and a 3,200 x 1,800 QHD+ multi-touch IGZO display. Even better, all that is set to fit into a tight 0.7-inch chassis that weighs in at 4.5 pounds. Mum's still the word on specifics, but previous leaks assigned the machine 15GB of RAM and either a 1TB HDD or a 512GB SSD. Dell hasn't let the workstation's price slip either, but we don't expect it to be cheap -- nothing thin and powerful ever is.

William, Kate, show off their royal newborn son

LONDON (AP) ? Prince William and his wife Kate presented their newborn son to the world for the first time Tuesday, drawing whoops and wild applause from well-wishers as they revealed the new face of the British monarchy ? though not, yet, his name.

"We're still working on a name. So we'll have that as soon as we can," William told scores of reporters gathered outside St. Mary's Hospital as he cradled the child.

The young family's debut public appearance was the moment the world's media had been waiting for, but the royal couple showed no sign of stress in the face of dozens of flashing cameras. Instead the couple, both 31, laughed and joked with reporters as they took turns holding their baby son, who appeared to doze through it all.

"He's got her looks, thankfully," William said, referring to his wife, the Duchess of Cambridge, as the newborn prince squirmed in his arms and poked a tiny hand out of his swaddling blanket, almost like a little royal wave.

"He's got a good pair of lungs on him, that's for sure," William added with a grin. "He's a big boy. He's quite heavy."

The infant is third in line to become monarch one day, after his grandfather, Prince Charles, and William.

But for now, the media and the public were focused on getting all the details of new parenthood they could from the couple: How they feel, what the baby looks like, and even who changed the diapers.

Kate, wearing a simple baby blue dress, said William had already had a go at changing the first one.

"He's very good at it," she said.

Asked how she felt, she said: "It's very emotional. It's such a special time. I think any parent will know what this feeling feels like."

And William poked fun at his own lack of hair when he responded with a wink to a reporter's question about the baby's locks: "He's got way more than me, thank God."

It was a much more relaxed scene than the one when Princess Diana and Prince Charles carried their newborn son, William, out to pose for photographs on the same hospital steps in 1982.

Charles, wearing a dark suit, tie and boutonniere, spoke awkwardly to reporters. By contrast, William, dressed in jeans and a blue shirt with the sleeves rolled up, joked with the assembled media and addressed some by name. At his side, Kate waved and smiled broadly, the blue sapphire engagement ring that had been Diana's on her finger.

The photographs snapped Tuesday are likely to be reprinted for decades as the baby grows into adulthood and his role as a future king, and onlookers were elated to witness the historic moment.

"William gave us a wave as they drove away, so it was perfect. Days like this really bring the country together," said Katie Allan, 26, from Bristol, England.

The couple re-entered the hospital to place the child in a car seat before re-emerging to get into a black Range Rover. With William at the wheel, they drove away. Palace officials said they will head to an apartment in Kensington Palace and spend the night there.

The birth marks a new chapter for William and Kate, who had enjoyed a quiet life away from the public eye in Anglesey, Wales, since their wedding in April 2011.

The couple had been living in a small Welsh cottage while William ? known as Flight Lieutenant Wales ? completed his term as a search-and-rescue pilot.

Now that they are a family, they are moving to a much larger apartment in Kensington Palace in central London, where William spent most of his childhood and where it will be much more difficult to keep a low profile and avoid the press.

Earlier Tuesday, William's father, Charles, and his wife, Camilla, as well as Michael and Carole Middleton ? Kate's parents ? visited the young family at the hospital.

Charles called the baby "marvelous," while a beaming Carole Middleton described the infant as "absolutely beautiful."

It was not immediately clear when Queen Elizabeth II would meet the newborn heir. The queen was hosting a reception at Buckingham Palace Tuesday evening, and was due to leave for an annual holiday in Scotland in the coming days.

Meanwhile, much of Britain and parts of the Commonwealth were celebrating the birth of a future monarch.

News that Kate gave birth to the 8 pound, 6 ounce (3.8 kilogram) boy on Monday was greeted with shrieks of joy and applause by hundreds of Britons and tourists gathered outside the hospital's private Lindo Wing and the gates of Buckingham Palace.

Revelers staged impromptu parties, and large crowds crushed against the palace gates to try to catch a glimpse ? and a photograph ? of the golden easel placed there to formally announce the birth.

Hundreds were still lining up outside the palace gates Tuesday to get near the ornate easel.

In London, gun salutes were fired, celebratory lights came on, and bells chimed at Westminster Abbey, where William and Kate wed in a lavish ceremony that drew millions of television viewers worldwide.

The baby is just a day old ? and may not be named for days or even weeks ? but he already has a building dedicated to him.

Australian Prime Minister Kevin Rudd said an enclosure at Sydney's Taronga Park Zoo would be named after the prince as part of a gift from Australia. The government will also donate $9,300 on the young prince's behalf toward a research project at the zoo to save the endangered bilby, a rabbit-like marsupial whose numbers are dwindling in the wild.

British media joined in the celebration, with many newspapers printing souvenir editions.

"It's a Boy!" was splashed across many front pages, while Britain's top-selling The Sun newspaper temporarily changed its name to "The Son" in honor of the tiny monarch-in-waiting.

"His First Royal Wave" read the headline on the Times front page that accompanied a photo of the newborn, his tiny fist poking out from the white blanket he was swaddled in.

The birth is the latest driver of a surge in popularity for Britain's monarchy, whose members have evolved, over several decades of social and technological change, from distant figures to characters in a well-loved national soap opera.

"I think this baby is hugely significant for the future of the monarchy," said Kate's biographer, Claudia Joseph.

For some, though, it was all a bit much.

The wry front page on British satirical magazine "Private Eye" ? which simply read "Woman Has Baby" ? summed up the indifference some felt about the news.

"It's a baby, nothing else," said Tom Ashton, a 42-year-old exterminator on his way to work. "It's not going to mean anything to my life."

Harassment claim is latest blow to San Diego mayor

SAN DIEGO (AP) -- Irene McCormack Jackson says she endured months of harassment from Mayor Bob Filner while serving as his communications director. The turning point came at a staff meeting in June when another top aide confronted the mayor over his behavior and quit.

"You are running a terrible office. You are treating women in a horrible manner. What you are doing may even be illegal," Allen Jones, then Filner's deputy chief of staff and a longtime confidante, is quoted saying in a sexual harassment lawsuit filed by McCormack.

McCormack chimed in, "I agree with Allen. You are horrible." When the mayor challenged her for an example, she said she replied, "How about when you said that I should take my panties off and work without them."

The episode is described in the lawsuit McCormack filed Monday against Filner, dealing another blow to San Diego's first Democratic leader in 20 years. His own party appears split on his leadership, though many Democrats have joined Republicans in calling for the former 10-term congressman to resign less than eight months into a four-year term.

McCormack was the first person to publicly identify herself as a target of Filner's advances, suing nearly two weeks after some of the mayor's prominent former supporters said he sexually harassed women and demanded he resign.

A second woman, Laura Fink, told KPBS in an interview that aired Tuesday that Filner patted her buttocks at a campaign event when he was a congressman in February 2005. When an attendee told the congressman that Fink was working her tail off for him as deputy campaign manager, Filner allegedly told her to turn around, patted her, laughed, and said, "No, it's still there!"

Fink, who is now a political consultant, wrote Filner at the time to ask that he apologize for "totally unacceptable" behavior, according to her email posted on KPBS' website. She told KPBS that Filner told her he was sorry but never responded to the email.

A Filner spokeswoman, Lena Lewis, didn't answer phone calls or immediately respond to an email seeking comment on Fink's allegations.

Filner rejected McCormack's claims in a brief statement Monday that once again signaled he had no plans to step down. He didn't address any specific allegations.

"I do not believe these claims are valid. That is why due process is so important. I intend to defend myself vigorously and I know that justice will prevail," he said.

McCormack worked for nine years at the Port of San Diego, most recently earning $175,000 a year as vice president of public policy, and was previously a journalist for 25 years. She took an annual pay cut of $50,000 to join Filner's inner circle in January.

U-T San Diego, the city's dominant newspaper and her onetime employer, editorialized that she came across as "composed and highly credible" at a news conference Monday with her high-profile attorney, Gloria Allred.

"She is well-known, liked and respected in the city's political, business and media circles," the newspaper wrote in an editorial that concluded, "Unless there is a dramatic development helping Filner, we suspect the conventional wisdom about the difficulty of mounting a successful mayoral recall will soon change."

The lawsuit brought renewed calls from two city councilmen for Filner to step aside. Kevin Faulconer and Todd Gloria said the mayor's office was paralyzed.

"This is taking critical attention from the issues that affect San Diego families," said Gloria, a Democrat who, as council president, would be interim mayor if Filner resigned.

McCormack says in her lawsuit filed in San Diego Superior Court that the leader of the nation's eighth-largest city demanded kisses and dragged her around in headlocks while whispering sexual advances.

In February, he allegedly put McCormack in a headlock while they rode an elevator with a police officer who was adjusting his handcuffs, prompting him to tell her, "You know what I would like to do with those handcuffs?" On another elevator ride, Filner allegedly said, "Wouldn't it be great if you took off your panties and worked without them on?"

The lawsuit says Filner asked McCormack to marry him, including once while he had her in a strong headlock during a doughnut break at a constituent event in April. The 70-year-old divorced man was engaged at the time to Bronwyn Ingram, who announced this month that she ended the relationship.

While reviewing a draft press release in June, Filner allegedly asked McCormack for a kiss and said, "I am infatuated with you. When are you going to get naked?" When she asked him to leave her office, the lawsuit says he responded, "I can go anywhere I want, any time I want."

No one had publicly identified herself as a target of Filner's advances until Monday. Last week, former supporters said Filner forcibly kissed a campaign volunteer on a public sidewalk and groped her in her car. Another constituent who attended a mayoral event at City Hall said Filner took her to an enclosed area, dismissed a staff member, asked her on a date and kissed her, they said.

An employee who worked for the mayor for six months complained that Filner grabbed her buttocks and touched her chest, according to the former supporters.

McCormack, who now works for the city in a job that doesn't report to the mayor, said she saw Filner "place his hands where they did not belong on numerous women." Her lawsuit said, without elaborating, that three women had to be driven home because of his "abusive treatment" and five schedulers resigned over his behavior.

After the initial allegations surfaced, Filner apologized for disrespecting and sometimes intimidating women. "I need help," he declared.

On Friday, he welcomed the San Diego County Sheriff's Department's decision to open a hotline to take calls from any possible victims of his misconduct, saying "some of these allegations will finally be addressed by an appropriate investigative authority rather than by press conference and innuendo."

Usain Bolt missing from provisional list for London games this weekend

Melton Williams, Gleaner Writer

The world?s fastest man, Jamaica?s Usain Bolt, is missing from the provisional entry lists for the London 2012 Anniversary Games at the weekend.

The triple Olympic champion had been confirmed to run the 100 metres on Friday and the 4X100-metre relay on Saturday.

However, the provisional entry lists which were published today do not list Bolt's name.

The 26-year-old Bolt has not raced in Britain since 2009, when he last competed in the London Grand Prix, because of tax rules which would force him to give up a share of any appearance or prize money, plus a percentage of any endorsements.

However, an announcement in the Budget that 'non-resident athletes' will be exempt from income tax has removed that financial consideration and as a result Bolt in April Bolt made a commitment to compete.

Fifteen Jamaicans including two-time Olympic champion Shelly-Ann Fraser-Pryce are listed on the provisional entry lists.

Fraser-Pryce will compete in the women?s 100 metres on Saturday.

Kerron Stewart and Sheri-Ann Brooks are also down to run the short sprint.

The opening day features five Jamaicans.

Ristananna Tracey will be the first Jamaican in action when she competes in the women?s 400-metre hurdles.

Kimberley Williams will contest the women?s triple jump while Natoya Goule is down to run the women?s 800 metres.

London 2012 Olympic bronze medallist Warren Weir, Nickel Ashmeade and Jason Young are listed to run the men?s 200 metres.
