(AP) ? States could force Internet retailers to collect sales taxes under a bill that overwhelmingly passed a test vote in the Senate Monday.

Under current law, states can only require stores to collect sales taxes if the store has a physical presence in the state. As a result, many online sales are essentially tax-free, giving Internet retailers a big advantage over brick-and-mortar stores.

The bill would allow states to require online retailers to collect state and local sales taxes for purchases made over the Internet. The sales taxes would be sent to the states where shoppers live.

The Senate voted 74 to 20 to begin debating the bill. If that level of support continues, the Senate could pass the bill as early as this week.

Supporters say the bill is about fairness for businesses and lost revenue for states. Opponents say it would impose complicated regulations on retailers and doesn't have enough protections for small businesses. Businesses with less than $1 million a year in online sales would be exempt.

"I believe it is important to level the playing field for all retailers," said Sen. Mike Enzi, R-Wyo., the bill's main sponsor. "We should not be subsidizing some taxpayers at the expense of others."

In many states, shoppers are required to pay unpaid sales tax when they file their state income tax returns. However, states complain that few people comply.

"I do know about three people that comply with that," Enzi said.

President Barack Obama supports the bill, but its fate is uncertain in the House, where some Republicans regard it as a tax increase. Heritage Action for America, the activist arm of the conservative Heritage Foundation, opposes the bill and will count the vote in its legislative scorecard.

Many of the nation's governors ? Republicans and Democrats ? have been lobbying the federal government for years for the authority to collect sales taxes from online sales, said Dan Crippen, executive director of the National Governors Association. Those efforts intensified when state tax revenues took hit from the recession and the slow economic recovery.

"It's a matter of equity for businesses," Crippen said. "It's a matter of revenue for states."

The bill pits brick-and-mortar stores like Wal-Mart against online services such as eBay. The National Retail federation supports it. And Amazon.com, which initially fought efforts in some states to make it collect sales taxes, supports it, too.

"Amazon.com has long supported a simplified nationwide approach that is evenhandedly applied and applicable to all but the smallest volume sellers," Paul Misener, Amazon's vice president of global public policy said in a recent letter to senators.

On the other side, eBay has been rallying customers to oppose the bill.

"I hope you agree that imposing unnecessary tax burdens on small online businesses is a bad idea," eBay president and CEO John Donahoe said in a letter to customers. "Join us in letting your Members of Congress know they should protect small online businesses, not potentially put them out of business."

The bill is also opposed by senators from states that have no sales tax, including Sen. Max Baucus, D-Mont., and Sen. Kelly Ayotte, R-N.H.

"Supporters of this online sales tax bill are trying to muscle it through before senators find out how disastrous it would be for businesses in their states," Ayotte said. "I will fight this power grab every step of the way to protect small online businesses in New Hampshire and across the nation."

Baucus said the bill would require relatively small Internet retailers to comply with sales tax laws in thousands of jurisdictions.

"This legislation doesn't help businesses expand and grow and hire more employees," Baucus said. "Instead, it forces small businesses to hire expensive lawyers and accountants to deal with the burdensome paperwork and added complexity of tax rules and filings across multiple states."

But Sen. Dick Durbin, D-Ill., said the bill requires participating states to make it relatively easy for Internet retailers to comply. States must provide free computer software to help retailers calculate sales taxes, based on where shoppers live. States must also establish a single entity to receive Internet sales tax revenue, so retailers don't have to send them to individual counties or cities.

"We're way beyond the quill pen and leger days," Durbin said. "Thanks to computers and thanks to software it is not that complex."

iTunes Store update lets you buy media today, download it tomorrow

iTunes Store now lets you purchase media now, download it later

While we like the convenience of shopping the iTunes Store from any device, that doesn't mean we want the download wherever we happen to be -- just ask anyone trying to buy the Beatles Box Set using a flaky coffee shop hotspot. As of a quiet update noticed by Macworld, customers won't have to risk a long wait for some of their impulse purchases. Buy from iTunes on any device and you now have the option to defer very large downloads, whether they're music box sets, movies or TV shows. Shoppers have to live in an area where iTunes in the Cloud is up and running for downloads elsewhere, but that's about the only major catch. Swing by the source link for Apple's explanation of how its delayed gratification works for each format.

The Best Windows 8 Apps You Can Run on Your Desktop

Even if you bypass Windows 8's "modern" UI entirely using a tool like Start8 or Classic Shell, there are some great apps available for it. Thanks to ModernMix, an app that lets you run full-screen Windows apps in regular windows, you can get the best of both worlds: useful applications in normal desktop windows.

When Windows 8 came out, a lot of great apps also landed. However, most of you say you don't run full-screen apps in Windows 8 , and go right to the desktop instead. Well, love it or hate it, Windows 8 and its "modern UI" is here to stay (at least until Microsoft brings back the start button), and since ModernMix makes it easy to run those full-screen apps in Windows on the desktop, it's time to take another look at some great, unique Windows 8 apps that you should try.

SGroove Music Player

Groove Music Player is great on iOS, and when it launched for Windows 8, we were thrilled. Its predictive mixes and automatic tagging and organization of your music collection makes it a must-have app, but if you're no fan of Windows 8's modern UI, we can understand why you would have passed it over. With ModernMix, you can run Groove in a window like any other music player, and take advantage of all of its features. It'll still set you back a few bucks ($4), but we think that's a decent price to pay for an attentive developer, an app that automatically downloads album artwork, lyrics, Last.fm data, and auto-tags your tracks for later. Plus, Groove's automatically generated mixes are so good, you'll wonder how you lived without them.

SNetflix

ModernMix isn't just great for taking good-looking music players and putting them into a window?you can do the same with video players as well. The Netflix app for Windows 8 is especially good looking, and if you've ever wanted a stand-alone Netflix player for Windows, this is about as close as you're going to get. For those of us with multi-monitor displays, this makes it easy to completely navigate and watch Netflix streaming in one window and work or game in the other. It's free (of course), and on top of it all it's much lighter on system resources than a browser streaming video is. Similarly, if you want to enjoy Hulu Plus outside of a browser on your Windows 8 machine but you don't want to go to the start screen, grab the Hulu Plus app and run it in ModernMix too.

SPlex

If you'd rather watch your own video rather than streaming from Netflix, the Plex app for Windows 8 is extremely well built and designed, and it runs perfectly even in a window. You could download the standard Plex Media Center app for Windows instead, but the Windows 8 app really does look nice, even when compared to the full Media Center app. Plus, if you can run it in Windowed mode and not turn your entire system into a media center every time you want to use it, why wouldn't you? This way you can stream music while minimized or put the Plex app on a different display and watch video (and still use your primary display for something else) without interrupting your flow.

STrackage

Trackage, as the name implies, is a package tracking utility that supports UPS, FedEx, USPS, and LaserShip. Just paste in your tracking number and the app will keep an eye on your item, even syncing its status to multiple Windows 8 devices if you have more than one. You can name your packages for easy tracking, and the app will keep your shipments organized by processing, en-route, out for delivery, and completed for you. If you do use the Start Screen, you can pin packages to the start screen and use live tiles to stay up to date on its progress, but if you don't, running the app in ModernMix gives you a one-click tool to check on all of your packages without signing up for a webapp or extra service.

STuneIn Radio

Another app for Windows 8 that doesn't have a desktop component, Tune In Radio allows you to listen to terrestrial and internet streaming radio stations from around the globe. The service recently updated and is one of your favorite internet radio services, so bringing it out of the browser and into a desktop app is a no brainer, especially when you get the benefit of the UI built into the Windows 8 app. Your preset stations, recently listened to stations, and local radio streams are all right there, no clicking around or browsing through categories. If you prefer, you can still search by genre, category, location, or language, all in an interface that's far superior to the web.

SXbox SmartGlass

If you have an Xbox 360 in your home, the Xbox SmartGlass app is a must-download if you're running Windows 8 on your desktop. It gives you complete control over your Xbox 360 from your computer, lets you browse the web, play videos and music, and even use your Windows machine as a second-screen to get useful information about the movies, TV shows, or music you're enjoying on the big screen. If you're the type who loves using their laptop while they watch TV, SmartGlass running in ModernMix gives you all the benefits without all of the full-screen-can't-do-anything-but-this annoyances.

The great thing about ModernMix is that it opens the door to so many of the awesome Windows 8 apps that are lurking in the WIndows Store to those who prefer using the desktop over the Start Screen. It's ideal for those services that are willing to make apps available for Windows tablets and phones but not for the desktop, but also for any well-designed app that you really wish you could use without having to go back to the Start Screen to get to it.

Egypt probes prosecutor who ordered drunk flogged

ASSIUT, Egypt (AP) ? Egyptian authorities are suspending and investigating a provincial prosecutor who ordered a man flogged 80 times for public drunkenness.

Spokesman Mahmoud el-Hefnawi of the prosecutor general's office says the country's top attorney ordered Hussein Anani's decision cancelled and referred him to a judicial investigation.

Anani had cited verses from the Quran in his ruling.

Anani's decision late Sunday surprised police officers in the southern province of Minya who refused to carry out the order. Public intoxication is a criminal offense in Egypt, with penalties ranging from small fines to around three months in prison.

Egypt's penal code does not mention flogging, however.

Rights lawyer Anas Sayid Saleh says that only judges, not prosecutors, have the right to order punishments.

Dot Earth Blog: The Long Shadow of Sequester Cuts on U.S. Science Investment

11:44 a.m. | Chart Updated |
John Broder has reported that President Obama will today try to push forward with a State of the Union pledge:

With few options available for financing his clean-energy ambitions, President Obama on Friday will propose diverting $2 billion in revenue from federal oil and gas leases over the next decade to pay for research on advanced vehicles, White House officials said. [Read the rest]

The article notes this is seen by the White House as a way to sustain energy science and technology development even as the automatic spending cuts kick in under what?s being called sequestration ? a euphemism for forced cuts in all programs because of political deadlock over changes in taxes and entitlements.

The president is scheduled to announce the financing plan at the?Argonne National Laboratory?near Chicago, which received money in early stages of the stimulus spending during the recession for research aimed at improving vehicle batteries.

The laboratory?s director,?Eric D. Isaacs, co-authored an article in The Atlantic this week warning that the cuts would cancel all new research efforts at the lab for two years or more.

The piece includes this sobering line:

Less than one percent of the federal budget goes to fund basic science research ? $30.2 billion out of the total of $3.8 trillion President Obama requested in fiscal year 2012. By slashing that fraction even further, the government will achieve short-term savings in millions this year, but the resulting gaps in the innovation pipeline could cost billions of dollars and hurt the national economy for decades to come.

For much more, read ?Eroding Our Foundation: Sequestration, R&D, Innovation and U.S. Economic Growth,? by the Information Technology and Innovation Foundation.

It was clear long ago that the pulse of stimulus spending devoted to research was a blip. [See "Short-Termism and Energy Revolutions."] It?s clearer than ever now. America?s decades-long bi-partisan slumber party on basic research in sciences related to energy continues.

This is what that slumber party looks like as of the 2013 budget:

10:40 a.m. |Update

In an e-mail, Roger A. Pielke, Jr., of the University of Colorado pointed me to his critique of ?R and D mythology,? repeated in The Atlantic piece cited above, on the connection between research spending and economic growth.
